Annual Building & Development Permit Volumes
This measure tracks the total volume of approved building and development applications submitted each year. Residential permits are reported separately from Industrial, Commercial and Institutional (ICI) permits. A single permit can cover anything from a small home project, such as a new deck, to a large complex development, such as a new school.
The number of building permits processed in the City show steady annual growth, rising since 2022. This trend suggests more residents/businesses are securing permits for construction and renovation work. The City has maintained service levels for application reviews and next-day inspections with existing staffing resources accommodating the increasing demand.
Average Commercial Building & Development Permit Review Turnaround
This measure tracks the average number of business days for Industrial, Commercial & Institutional (ICI) building and development permit reviews. This graph represents calculated business days until we issue either an approval or correction notice after the intake of the application.
Over the past four years, our average review times for Industrial, Commercial and Institutional (ICI) permits have consistently exceeded the posted service level goal. For example, we are currently reviewing commercial applications in an average of 7.7 days, well below our posted goal of 20 days. This progress can be attributed to streamlined processes, dedicated service coordinators, online submissions and enhanced workflow tracking through our permit software.
Average Residential Building & Development Permit Review Turnaround
This measure tracks the average number of business days for residential building and development permit reviews from intake until we issue either an approval or correction notice.
Our overall performance remains strong averaging a turnaround time of 4.7 days, which is faster than the target range of 10 days. This progress can be attributed to streamlined processes, adequate staffing levels, online submissions and enhanced workflow tracking through our permit software.
Number of Building Inspections Performed
This measure tracks the total number of inspections completed by the Building Standards team, including foundation, framing, structural, plumbing and final inspections. These inspections are key milestones in the permitting process and support safe building occupancy.
The number of inspections performed by the Building Standards team has increased from 2022 to 2025. This growth directly correlates with rising permit volumes, as each permit requires one or more inspections to confirm compliance and readiness for occupancy.
